Position Details (What is this?)

The Department of Transportation and Works is responsible for the administration, supervision, control, regulation, management and direction of all matters relating to transportation and public works. As such, the department oversees the construction and maintenance of the provincial highways; the provision of the provincial ferry services; management of the provincial government fleet of light vehicles and heavy equipment; operation and maintenance of the provincial government air ambulances and water bombers; and construction and management of provincial government buildings. The vision of the Department of Transportation and Works is of safe, reliable and sustainable transportation and public works infrastructure and services, demonstrating a commitment to service excellence in supporting the social and economic needs of Newfoundland and Labrador.
This is a responsible management position accountable for the planning, administration, crewing, financial monitoring, and budget preparation of ferry services operated by the Provincial Government, as well as provision of ferry services by private sector operators under contract to the Department. The incumbent provides management and direction to Masters of vessels; manages the crewing process and supervises staff; manages human resource issues and administers collective agreements; manages the procurement and inventory of vessel supplies; manages contracts and ensures compliance; liaises with contractors, ferry committees and the general public to ensure a high level of service; provides input to the policy development process; prepares reports and statistical information; drafts correspondence; and performs other related duties as required. Duties are performed with minimal direction and a high degree of independence.  To achieve success, the incumbent must be able to assess/evaluate multiple issues, identify priorities, and balance competing demands in a dynamic, service-oriented environment. 

Merit Criteria (What is this?)

Screening Criteria
  1. Management experience in the service administration / operation in a marine related industry.
  2. Experience in resource management. (Financial, human resources).
  3. Experience in a unionized environment. (asset)
  4. Completion of a post-secondary program in Business Administration, Marine Engineering, or Maritime Studies. Equivalencies will be considered. 
  5. Prior onboard marine experience. (asset)
Assessment Criteria
  1. Knowledge of service administration / operation in a marine related industry.
  2. Knowledge of Occupational Health and Safety regulations and safe work practices.
  3. Resource management skills. (Financial, human resources)
  4. Knowledge of collective agreements. (asset)
  5. Ability to make independent decisions and solve problems.
  6. Ability to communicate effectively (verbal).
  7. Ability to manage time and organize tasks.
  8. Ability to motivate and lead others.
  9. Professionalism.

Conditions of Employment(What is this?)

Conditions of
  1. Valid Province of Newfoundland and Labrador Class 05 license.
  2. Current driver’s abstract satisfactory to the Employer.
Conditions of Acceptance
  1. Travel throughout the Province may be required.
  2. Required to be accessible to address issues on an emergency basis.
