Position Details (What is this?)


The Department of Municipal Affairs and Environment supports the economic, social and environmental sustainability of municipalities, communities and regions through the delivery of effective programs, services and supports. As such, the department assists municipalities in meeting their infrastructure needs and helps provide the financial and administrative tools to support development of community capacity, regional cooperation, and sound municipal governance. The department is responsible for emergency preparedness and response and provincial coordination of fire protection and prevention services. It is also responsible for environmental protection and enhancement through implementing water resource and pollution prevention regulations and policies, as well as coordinating environmental impact assessments of proposed development projects and managing impacted sites.


The position encompasses such technical work as: research, development, testing and evaluation of water quality, water quantity and weather instrumentation, and data communication technologies that can potentially be integrated into the existing network. The incumbent will be responsible for the development of Standard Operating Procedures, QA/QC documentation for all instrumentation and auditing/reporting on the functioning of all real-time water quality and weather stations across the province to ensure the adherence to standard protocols. The incumbent will develop and maintain real-time water and weather data reporting, management and archiving system, as well as be responsible for configuring, purchasing and testing of all new monitoring instrumentation being added to the provincial network. They will lead field installations and set up of new real-time water and weather monitoring stations across the province. The incumbent will perform preliminary reviews of the data from select monitoring stations during critical periods and inform appropriate contacts. They will provide training relating to the operation, maintenance and QA/QC of real-time water and weather monitoring instrumentation. The incumbent will undertake field sampling as needed, create and maintain applications to support operational requirements of various technical programs within the Division. The incumbent will be responsible for providing supervisory support, building relationships throughout the region, as well as performing other related duties as required.

Screening Criteria
  1. Completion of a Bachelor of Science Degree (equivalencies may be considered)
  2. Experience in real time monitoring networks and instrumentation (water and weather)
  3. Experience with station design and set up (weather and water)
  4. Experience in water quantity, quality and weather monitoring
  5. Experience in water resource field work and investigations
  6. Experience developing standard operating procedures
  7. Experience with data management systems (asset)
