Context
The Department of Children, Seniors and Social Development supports individuals, families and communities in Newfoundland and Labrador in achieving improved health and social well-being and reduced poverty; and ensures the protection of children, youth and adults from abuse or neglect. The department promotes the values of inclusion, diversity, and healthy active living and leads the development of policies, programs and partnerships to improve services and the overall social development of the province. The department has over 700 staff delivering services in 40 locations throughout the province.
Duties
Working in an Indigenous community with a diverse cultural background, the Clinical Program Supervisor is a challenging and highly rewarding position that has management responsibilities for Children, Seniors and Social Development (CSSD) Programs legislated by the Child and Youth Care and Protection Act, the Adoptions Act, the Young Persons Offences Act, and the Youth Criminal Justice Act. This position is accountable for providing clinical supervision to social workers, social worker assistants, paraprofessionals and clerical support; managing a broad range of CSSD services that protect children and youth from maltreatment; and engaging in short and long-term planning, including permanency planning and adoptions, for children in continuous custody. This position will be responsible for analyzing and approving requests for client service in accordance with delegated authority levels; interpreting policy, legislation and practice standards; assigning and evaluating work while managing workload demands; maintaining communication with provincial, regional, district and community partners; managing program budgets, staff expenditures and ensuring effective human resource management; ensuring compliance with professional standards and clinical standards of practice for self and team members and  participating directly in client-related court proceedings as required. Clinical Program Supervisors operate from a highly specialized clinical and managerial skill set and must engage in continuous professional development in order to maintain acceptable clinical practice standards. Other duties may also be performed as required.

Screening Criteria
  1. Completion of a Bachelor of Social Work degree
  2. Clinical experience working with children and families
  3. Supervisory experience, particularly in the field of child welfare (asset)
  4. Completion of a Master of Social Work degree (asset)
  5. Experience working in an Indigenous community (asset)
