Position Details (What is this?)

Duties
Reporting to the Assistant Deputy Minister (ADM) Population Health, the Chief Medical Officer of Health provides strategic population health advice directly to the ADM, Deputy Minister and Minister. Specifically, this position provides leadership in the enforcement of the Public Health Protection and Promotion Act (2018), including the development of a provincial public health framework and five year public health plan. The incumbent manages divisional staff and programs; collaborates with multi-disciplinary stakeholders to recommend population-focused policies and initiatives related to population health protection, health promotion, injury prevention and health risk assessment; leads the response to public health emergencies, including the disease control and environmental threat assessment; advocates for the conditions necessary for all provincial residents to lead healthy lives; and delivers a coordinated provincial public health program to meet provincial population health goals.

Merit Criteria (What is this?)

Screening Criteria
  1. Experience performing a senior leadership or management role in community health and/or public health environment
  2. Experience leading the development of population health programs
  3. Completion of a degree in medicine
  4. Licensed to practice medicine in Newfoundland and Labrador
  5. Certification in Public Health and Preventative Medicine with the Royal College of Physicians and Surgeons of Canada (or equivalent)

  1. Acknowledge requirement for 24-7-365 on-call availability (rotational)
  2. This position will perform all functions of the Medical Officer of Health when on-call
