Position Details (What is this?)

Context
The Department of Transportation and Works is responsible for the administration, supervision, control, regulation, management and direction of all matters relating to transportation and public works. As such, the Department oversees the construction and maintenance of the provincial highways; the provision of the provincial ferry services; management of the provincial government fleet of light vehicles and heavy equipment; operation and maintenance of the provincial government air ambulances and water bombers; and construction and management of provincial government buildings. The vision of the Department of Transportation and Works is of safe, reliable and sustainable transportation and public works infrastructure and services, demonstrating a commitment to service excellence in supporting the social and economic needs of Newfoundland and Labrador.
Duties
The primary responsibilities of the Financial Officer include: overseeing compliance of policies and financial controls regarding operational revenue and expenditures relevant to programs and services delivered by the division; budget monitoring of the division and providing regular updates to the director; developing a zero based budget submission with consultation from director and regional managers  completing financial analysis on divisional programs annually or upon request; reviewing monthly detailed transaction reports and ensuring all expenditures are accurate and assigned to correct accounts; processing financial payments in the division; working with regional managers to ensure centers meet financial accountability requirements; monitoring and assessing financial and information systems to support operations, record keeping and financial reporting and other related duties.

Screening Criteria
  1. Completion of a diploma in Business Management (Accounting) (equivalencies will be considered)
  2. Experience with financial analysis
  3. Experience with financial reporting
  4. Experience with budget monitoring
  5. Proficient in Excel and computer programs such MS Office Suite
  6. Experience with financial management systems
  7. Experience with Oracle FMS (asset)
