Position Details (What is this?)


The Department of Justice and Public Safety ensures the impartial administration of justice and the protection of the public interest through the dual offices of the Attorney General and the Minister of Justice and Public Safety. Responsibilities of the department include family justice services, fines administration, support enforcement, policing, the sheriff’s office, adult secure custody, adult probation services, secure youth justice services, victim services and administration of the courts. The department also both represents and provides legal services to the Crown including legal advice to departments, litigation, prosecution and legislative drafting services. The Department of Justice and Public Safety aims to improve public protection and access to justice in a manner that is sensitive to the diverse needs of its clients.


Reporting to the Administrator, the Manager of Services and Operations will be responsible for administering, directing and managing the overall frontline operational and program functions of a provincial secure custody and remand facility for young offenders on a rotating shift basis. The incumbent will provide direct supervision and evaluation of youth care staff as well as other operational and support staff; ensure the maintenance of effective management and proper safety, security and program operations through frontline managerial decision-making and interpretation of policy and legislation; assist in the planning and implementation of recreational and therapeutic programs for residents; ensure proper implementation of individual case plans, and the documentation of individual behaviour patterns; ensure the maintenance of proper personnel functions in accordance with policy and procedures and participates as a member of the facility management team in all aspects of the management of safety, security, rehabilitation programs and personnel matters. Other duties may be assigned as required.

Merit Criteria (What is this?)

Screening Criteria
  1. Degree in a related social sciences field (Equivalencies will be considered)
  2. Related experience in a secure custody environment
  3. Experience working with clients with mental health and/or behavioural challenges
  4. Experience supervising others
Assessment Criteria
  1. Knowledge of the needs and characteristics of offenders with complex mental health issues
  2. Knowledge of secure custody and remand facility operations
  3. Knowledge of behavior management best practices and techniques
  4. Knowledge of relevant legislation, regulations and standards (asset)
  5. Case management skills
  6. Ability to communicate effectively (verbal)
  7. Ability to make decisions
  8. Ability to manage time and tasks
  9. Ability to supervise others
  10. Relationship building
