Position Details (What is this?)


The Department of Transportation and Works is responsible for the administration, supervision, control, regulation, management and direction of all matters relating to transportation and public works. As such, the department oversees the construction and maintenance of the provincial highways; the provision of the provincial ferry services; management of the provincial government fleet of light vehicles and heavy equipment; operation and maintenance of the provincial government air ambulances and water bombers; and construction and management of provincial government buildings. The vision of the Department of Transportation and Works is of safe, reliable and sustainable transportation and public works infrastructure and services, demonstrating a commitment to service excellence in supporting the social and economic needs of Newfoundland and Labrador.


This position is the vessel’s Second in Command and will assume responsibility of the vessel through relief of the Captain or if the Captain is not onboard. As the Second in command, responsibilities include the safe operation of the vessel and the safety of passengers, crew and vehicles.  Specifically, the incumbent ensures all crew members and wharfingers are accounted for and wearing proper personal protective equipment; Prepares ship for daily operations including checks all navigational equipment, deck machinery, shore ramps, firefighting and lifesaving equipment; Supervises and coordinates activities of deck crews; trains new crew members; Oversees the P-card purchasing of the cooks, acts as second signature and verifier of the food order. Ensures full compliance with all policies, procedures and regulations from several governing bodies; Supervises / monitors the loading and unloading of the vessel and ensures the safe embarking and disembarking of passengers and vehicles; Operates ship in docking and undocking in various weather conditions. Using a computer, performs administrative duties and maintains various records such as attendance, overtime, Transport Canada Logs, Safety Management System Check Lists, accident reports, etc.; Oversees and manages emergency situations such as a fire or ship evacuation and performs weekly fire and life boat drills; Assigns and oversees shipboard maintenance schedule; Inspects ship’s hull and structures and all deck machinery and equipment; Prepares required refit lists. Other duties as assigned.

  1. Mate experience in a Canadian marine environment
  2. Certification as Chief Mate Near Coastal to SCTW 95 as issued by Transport Canada
  3. Valid Marine Medical Certificate
  4. Marine Basic First Aid Certificate
  5. WHMIS Certificate
  6. ROC-Marine Commercial Certificate
  7. Passenger Safety Management Certificate (asset)
  8. GOC (General Operators Certificate (asset)

  1. Submission of valid certification as Chief Mate Near Coastal to STCW 95 as issued by Transport Canada, valid Marine Medical, valid Marine Basic First Aid certificate, ROC-Marine Commercial certificate and valid WHMIS certificate
  2. Certificate of Conduct and the Vulnerable Sector Query satisfactory to the Employer may be required
