Position Details (What is this?)

Context

The Department of Transportation and Works is responsible for the administration, supervision, control, regulation, management and direction of all matters relating to transportation and public works. As such, the Department oversees the construction and maintenance of the provincial highways; the provision of the provincial ferry services; management of the provincial government fleet of light vehicles and heavy equipment; operation and maintenance of the provincial government air ambulances and water bombers; and construction and management of provincial government buildings. The vision of the Department of Transportation and Works is of safe, reliable and sustainable transportation and public works infrastructure and services, demonstrating a commitment to service excellence in supporting the social and economic needs of Newfoundland and Labrador.

Duties

The Captain is responsible for the safe and timely delivery of ferry services, the management of the crew, and the safe and compliant operation of the vessel, sometimes in adverse weather conditions.  Reporting to the Director of Marine Services through the Marine Services Manager, the Captain is responsible to ensure the efficient and timely administration of technical and logistical reports and returns.  Commanding an intra-provincial passenger/vehicle ferry as Captain of the vessel, the incumbent is responsible for direction of crew members engaged in duties of engine operation and maintenance; conducting and enforcing good safety practices while ensuring the vessel adheres to prescribed schedules of operations; maintaining a log on the operations of the vessel; maintaining related records for crew members; notifying applicable ferry committees and media advisories of delays and cancellations; ensuring cook financial food processing and requisition sign off is completed, including the reconciliation of the P-card; ensuring the safety of passengers and crew; ensuring timely public updates are completed via mechanisms utilized by Marine Services including tapes, web site and 511; ensuring compliance with safety management system, department, provincial, federal legislation and ship policies; performing other related duties as required. Use of a computer in the function of duties will be required.

Merit Criteria (What is this?)

Screening Criteria
  1. Experience in the operation and command of a vessel in coastal waters in a Canadian marine environment
  2. Possession of a current Master Near Coastal Certificate or higher from Transport Canada
  3. Valid Marine Medical Certificate
  4. WHMIS Certificate
  5. GOC (General Operators Certificate)
  6. Experience in the operation of a passenger/vehicle ferry (asset)
  7. Completion of Passenger Safety Management Course (asset)
  8. Completion of Specialized Passenger Safety Management Course (asset)
