The Mineral Development Engineer (Rehabilitation) performs professional engineering work in support of Newfoundland and Labrador’s mining industry. Reporting to the Manager of Engineering Analysis, the position is responsible for engineering analyses, technical and economic evaluations, and risk assessments related to liabilities at orphaned and abandoned mine and exploration (OAM) sites. The role leads the development, management, and delivery of the Province’s OAM rehabilitation program, including establishing project priorities, overseeing rehabilitation projects, and administering contracts for consultants and contractors. Responsibilities include conducting technical, economic, and risk assessments of closure and rehabilitation plans, including evaluations of tailings management facilities, waste rock storage areas, mine infrastructure, ground disturbance, site stability, project costs, schedules, and implementation risks. The position also develops recommendations on rehabilitation strategies and closure works based on engineering, environmental, economic, and risk management considerations.
The incumbent is responsible for ensuring tailings dams at OAM sites are managed in accordance with Canadian Dam Association (CDA) Dam Safety Guidelines, assessing site risks, implementing mitigation measures, and conducting inspections and evaluations of OAM sites.
